The article discusses the scientific and theoretical foundations of the level-based language teaching system aimed at the gradual formation of communicative competence. The author analyzes conceptual principles, methodological approaches, and pedagogical conditions that ensure the effectiveness of level-based instruction in the Kazakh language. Special attention is given to the interrelation between cognitive processes, learner motivation, and the consistent development of linguistic skills. Based on the analysis of national and international studies, the research substantiates the importance of implementing a level-based model in language education to enhance its effectiveness and alignment with modern educational standards.
