Abstract

This article provides a comprehensive analysis of the state policy of Zakhir al-Din Muhammad Babur (1483-1530) as the founder of the Mughal Empire. It examines the ruler's administrative structure, financial management, military organizational reforms, and foreign policy strategy. Particular attention is paid to the transitional nature of his policy between the Timurid tradition of Central Asia and the early imperial model of governance in Northern India. It is concluded that Babur's reformist and institutional activities laid the foundation for the subsequent flourishing of Mughal statehood
